The law was passed Tuesday by only 127 votes in the 275-strong parliament despite a Kurdish walkout in protest at a secret ballot on a section dealing with the disputed city of Kirkuk.
The Presidential Council and Kurd Parliament, however, sent the law back to parliament for reworking.
The law would set out rules on how to handle voting in the city of Kirkuk.
President Jalal Talabani in his earlier statement strongly rejected the law over the methods used to pass it.
Talabani accused lawmakers of using unconstitutional means to push the legislation through, "against the will of the second-largest parliamentary bloc," warning it could jeopardize national unity and provoke sectarian tensions, AP reported.
"The president is looking for a responsible stance by the political movements and the presidency of the parliamentary blocs, to correct that flaw," Talabani said.
